The delivery of Aboriginal employment and training programs date back to 1989 with the implementation of the
five-year PATHWAYS to SUCCESS strategy. This program was a joint partnership between Canada Employment and
Immigration Commission (CEIC) and Aboriginal people across Canada. Prior to this, First Nations were required
to apply for project dollars directly through their local CEIC offices. This program ended in 1996 with the
introduction of Regional Bilateral agreements (1996-1999). These agreements were signed between the federal
government and the Assembly of First Nations, the Metis National Council and the Inuit Tapirisat of Canada.
This new agreement allowed for the transfer of responsibility for the design and delivery of HRDC programs and
services to First Nations.
In 1999, the Aboriginal Human Resource Development Strategy (AHRDS) was introduced as an employment and training initiative specific to Aboriginal peoples. These new agreements also saw an increase in responsibility with the introduction of additional programs such as Youth, Child Care and Disabilities.
This was the first of a five-year (1999-2004) agreement between Canada and the Aboriginal people of Canada. These new agreements were designed to deliver programs and services to First Nation Communities. The intent was to help community members prepare for, find and maintain employment. This new agreement is known as the Aboriginal Human Resource Development Agreement (AHRDA) and it operates under the Aboriginal Human Resource Development Strategy (AHRDS). AHRDA's were designed to build upon the earlier Pathway's to Success program and the Regional Bilateral Agreements by giving responsibility for employment program and services delivery as well as complete financial accountability to each community.
This first agreement (1999-2004) (sometimes referred to as AHRD 1) was given a one year extension in March of 2004. By March 31, 2005, a new five-year agreement was signed which expires on March 31, 2009. (The extension year was considered as year one). Long Plain Employment & Training continues to deliver programs and services including the administration and accountability of all program areas.
Labour Market CRF
This portion of the Employment & Training program makes up the biggest part of the program's budget. This budget is used for partnering with other Band entities and Public Institutions for training programs. These programs represent the higher end of program costs such as instructional costs, equipment rental, material and supply purchase.

Urban CRF

Labour Market E.I.
The Labour Market E.I. program is geared towards assisting those individuals living on-reserve. Participants have to be on E.I. or have been on E.I. during the last three years. Participants have to find employment with one of the Band entities. Once employment has been secured, the E.I. program can potentially top-up the wages to make them equivalent to wages made during regular employment.

Child Daycare Program
The program makes up a part of the agreement with HRDC with Day Care funding flowing through Long Plain Employment & Training. Funding received for the program is administered by Employment & Training.

The budget received for this program is used for staff professional development in terms of skill enhancement seminars, training programs and workshops to improve program delivery.

Youth Services Canada (HRDC Funding)
The Youth Services Canada program is geared towards providing employment for unemployed or under employed youth.
Program Summary:
- First Nation Youth between 16 - 24
- Unemployed and out of school
- Incorporate long-term planning for Youth participants towards education or employment
- Three to nine months of employment at or above minimum wage
- Provide or contribute to a community service
- Mentoring support or guidance

Youth Work Experience (INAC funding)
The Youth Work Experience Program is geared towards providing employment for unemployed, under employed youth who are not returning to school ages 15 - 30. The program is employment driven meaning that the participants have to be placed in an entity for up to six months and to work on specific projects. Funding for this program comes from INAC and flows through Long Plain Employment & Training for service delivery and administration.

Summer Student Employment
Funding for this program flows from INAC and is administered by Long Plain Employment & Training. This program is geared towards employing students that are currently enrolled and attending the regular school system and returning for the next year.

Employment Partnerships
Long Plain Employment & Training continues to create partnerships with other Band entities, DOTC communities, Services Canada, private sector and other government agencies. Partnerships are created for training and employment opportunities, networking and also to sustain and maintain cost effective programming.

Indian Residential School Museum Of Canada
Prior to November 2005, this program was in its developmental stage. In the later part of October 2005, the following individuals were hired for the administration of the Residential School Museum Project. Their first assignment was to secure funding to keep the project going. A number of proposals have been submitted for funding, staff are continuing to submit proposals for funding and other grants that are available throughout Canada. Opening ceremonies for the Residential School Project has been slated for June 2008.
